End User Program Eligibility
End users will have to meet the following requirements to participate in the Program (and each such end user is
referred to in this Guide as a “Qualifying End User”):
- End users must purchase a new PC that is pre-installed with an eligible Windows Vista Operating System (OS),
during the Program Eligibility Period.
- The PC must have a valid Certificate of Authenticity (COA) attached.
- The End User must have a valid Windows 7 Upgrade Option Offer Form (Offer Form).
- The following are the only valid upgrade paths under the Program:
- Windows Vista® Home Premium Windows® 7 Home Premium
- Windows Vista® Business Windows® 7 Professional
- Windows Vista® Ultimate Windows® 7 Ultimate

NOTE: PCs that are licensed for a Program-eligible Windows
Vista OS version which has been down-graded to Windows XP are also eligible for this Program - but a clean
installation of the upgrade media will be required. Licenses for Microsoft Windows Vista® Home Basic, Windows
Vista® Starter Edition, and Windows® XP (all editions) are not Qualifying Products under the Program
Windows 7 Upgrade Hardware Requirements
The PC Hardware requirements and recommendations for systems upgraded to
Windows 7 under the Program are expected to remain the same as those published for the BETA release of Windows 7.
